Sent a support ticket and am confused about the response

I sent in a support ticket a while back. Here is my ticket and NCSOFT's responses, chronologically.

My questions:

I still don't have a new recipe. Is this just a bug? How do i reword my follow up ticket to get my gold refunded/get the recipe?
