Quest stuck

I'm stuck at Act 2: Chapter 40

Can't do anything with the bird statue, it was supposed to fly me to the mission area.

Had to log off halfway since i had to go out. Logged in again and noticed all the NPCs are gone and there's nothing i can interact with to bring me to the mission area.

Any idea on how I'm suppose to proceed with this quest?
