Not able to send Mail.

So, three days ago I purchased four character slots and was able to send mail. But today when I login I go to send a item for my summoner to him and it says "You are required to charge your NCoin at least once to send mail. I look at my purchase history and there are my four character slots Ive purchased with NCoins. Am I missing something or is this a bug?
