Problem with low FPS

I need help and I don't speak english very well.
My problem is FPS. In some places my fps floats between 10-40, for example Skittering Tunnels, sometimes freezes for 3~4 seconds.
it's very hard to play like this.
I can play with Ultra Settings in several other games except Blade and Soul. My GPU usage is around 20%.

Processor: i5 4460 3.2GHz

Memory: 8GB DDR3 1600Mhz
GPU: EVGA GeForce GTX 970 04G-P4-2974
Motherboard: B85M-D3PH
OS: Windows 10
SSD Kingston 2.5 120GB
HD Seagate SATA III 7200 1TB

Unreal Engine. I get FPS spikes too. Not much you can do about it.

 

Also had spikes in TERA (same engine), tho Tera also had fps spikes due to the HUD

The HUD is also a huge performance hit in BnS as well because it's rendered by the CPU and not the GPU.
