Implement a way to change characters without waitting in the queue

I think it would be nice if you guys (NCsoft) would implement a way so that whenever our clients crash, we logout or want to change characters there is a 5 minute timer where we can log back in WITHOUT waitting 1 hour minimum in the queue (I'm premium and I wait 1 hour, don't want to think about how much free users must wait).
