Low FPS on High End PC?

I'm getting anywhere from 15-45 fps on a decently high end pc... not a 5k computer but one that is exceeds the recommended settings for the game. I have a GTX 970 and a amd fx 8300 processor, and i'm not sure why i am getting such low fps in the game, any idea?

Actually a GTX970 should let the game run 60fps and above. Which screen resolution are you using and are there any other games/programs running in the background?

i'm running it at 1920x1080 and i have twitch and discord running in the background but i have never had an fps issue with any other game with those programs running.

i wonder if they will optimize it, i see people with amazing computers complaining about fps issues. just kinda takes away from the greatness of the game when your screen stutters and freezes as you are running across the map to turn in quests, it's quite disappointing.
