Transparency chat settings stop working or do nothing.

The "Transparency" chat settings should theoretically adjust the transparency of the chat box right? Well... whether you set the transparency anywhere between 0 and 100, it does not affect the transparency of the box at all. Tried this on 2 separate computers. Same bug each time. Seems to be bugged. Rarely it will work, but then for some reason, it randomly stops working causing the chat box to remain entirely opaque. Most of the time the transparency is effectively 0 so you cannot see through the box at all no matter where you have the setting set to.

As you can see in my screenshot, the transparency of the chat box is set to 100, but the chat box is still totally transparent, and remains so even after hitting "apply, confirm, etc."
