i just complete the chapter 17 quest and then i  have to train new skill for next quest but i don't have training point how it could be?

If the quest you are talking is the 1 with the eight masters a window open at the end where you have to choose pvp, solo or dungeon and the 1 u choose among those 3 distribute your point already for you.In my case it distributed my 3 points after i choose dungeon.

I believe you start to gain your first points at lvl 15+.

Yup, no points until 15. OP skipped a lot of stuff to get there at his lvl.

my other character have it in same level and same quest

Ah thats why in my case it was just around 17 that i arrive on that quest.

You're lvl 14. You don't get points until 15. Go lvl up and you'll see. I guarantee you your other character wasn't lvl 14 or under if you had points already for that quest.

Try clicking "Icon" maybe it was distributed already.
