Weird situation

So I just logged in my character, and something weird is happening. Even though I can move and sprint around,
 I basically can't interact with anything.

 

I can't:

Talk to NPCs

Attack or use skills

Use the chat

Log out to character select screen

Claim gifts from surveys

 

And probably more.

 

It's like the game is offline, but I can see people talking in chat.
