Can't send mail after adding NCoin.

Alright so I bought NCoin because it says you need to in order to send mail  which is understandable, gold farmers and all that. However I still can't send mail  even after adding Ncoin.

I used an NCoin card to add Ncoin to my account can anyone confirm whether or not it will only unlock if you use a Credit card because this is rather irritating. 

I wanted to help out a Faction member and I couldn't because i was unable to mail them the item they needed.

You need to be level 15 to send mail, and you can only send it from Dragon Trader (Vault/Mail/Marketplace) NPC. I don't think you need any NCoin to be able to do that.

I'm level 20.  I'm at the Dragon Trader.
