Is chat bugged?

Hi I have trying to figure out the chat system today and it doesn't make sense. None of my changes are saving correctly (like filtering to just show say or whispers) and NPC dialog will not show up even though I have it selected in the All (biggest issue for me, its not like other games like WoW where you see a log of NPC chat. The bubbles go away too quick)

 

Is the chat system bugged out?
