Not an error, they just have really crappy UX. Re-read it, the last line

 

"Please check the box if you agree with this" 

 

Basically it is letting you know that you are from this point forward giving permission for anet to read any error reports you may receive during game play. This will be automatic and won't require your permission to "send error report" 

 

So just check it and click finish.
