Clan uniform recipes

My clan is going for a new uniform design. Finally  one that really represent us as clan. The thing is, this time we are going for one that uses battleground recipes. Here is my question: Can every member of the clan buy one single recipe or a couple and donate it to the clan crafting for the new design, or just the leader and advisor of the clan can donate the recipes?
