Low fps issues

I apologize if this has been asked before but I was wondering why it is that my computer has so much trouble running this game (20 fps average regardless of where I am or what i'm doing in-game) when I can run online games with much higher system requirements at a higher frame rate. Does it have something to do with this games servers or perhaps the game engine itself? More than anything else i'm curious. Any insight is appreciated.
