Act III Chapter 2: Talus Order Bug

In the Chapter 2: A Link to the Past and Present mission, i'm told to "Obtain Talus Orders from the Yongwan Defenders and Sentinels at the Talus Garrison". There are red areas on the map where im supposed to kill and obtain the item. But even after commiting a massacre, the item doesn't drop. I looked online on a playthrough of the mission, the item dropped right away from one of the guard near the gate. I did exactly what he did and nothing happens. What to do? Thank you in advance.
