Major Stuttering Everywhere

I've been having some major issues with stuttering in the game recently. I played BnS about a year ago and the same problem with consistent and hard stuttering occurred in every zone. Coming back this year, I am still having the same issues. No matter where I am, be it an instance with only myself or a populated town, the game will have frequent stuttering (about 10 times or more per minute, with FPS dropping from 120 to sometimes as low as 20 occasionally or the game just stuttering in general without a statement of FPS dropping). Is this just how the game runs or is there something wrong with my game?
