New level 60 character help?

I haven't played this in a while and I came back and got that free level 60 character but I'm completely lost. I'm to weak for all the quest and I've tried following tutorials for some of them to get better but I'm in this constant state of being stuck and weak. I can't even do some quests without a party but no one is ever looking to start one for like Heavens Mandate or Cold Storage. I just don't know what to do at this point but the main story.  If anyone has advice I would appreciate it. I'm just tempted to stop playing again at this point.

Doing the main story is actually the best way to level up, you get new equipment, gems. accs. When you got far enough in story, you will unlock 'Moonlight Refuge', where you can farm for new acc too.
