Cannot do Counter Iron First Guiding Fist Combo

This occurs in Hajoon's Quest (The Way of the Kung Fu Master: Part 4) located in the Depleted Goldmine where once you use the Counter (Number 1 Key), 'Open Palm' (F key) would not appear and thus cannot complete Hajoon's Quest.
