Constant Latency and Freezing

so it seems like ever since I updated to launcher 2.0 I have constant latency, like my character moves, but wont attack. My 100k+ DPS has dropped to 15k! I've turned off the reflex guide, even tried running it on low settings for low end PCs (which mine is NOT)  and still. I don't have the best internet as I live in the middle of nowhere, however until I uploaded the launcher 2.0 I never had a single issue. I've done everything on my end like rebooting the computer, rebooting my internet, I never use Wifi to game, even called my internet provider to see if I was experiencing anything I couldn't see like packet loss etc and nothing. The game is unplayable right now!
