you can either trade them (with peaches) in the celestial basin or without peaches at the small lyn vendor, who has koldrak items. He is in zaiwei at the market place, mushins tower left of the pvp quests and some other places.

Just an advise, you do not want to buy the ring and earring with draken cores, you use other stuff for that (the earring is especially bad).
