impossible to download the game patch files

hello,

i have this huge issue not to be able to download the patch files.

i have the 22 GB game folder, but it says patch 101 is 3.3 GB (which is not a big deal i can download that in 6 hours or something)

the issue is the NCsoft launcher is downloading at speed of 13 bt/s WTF ?! 

 

i do need a solution for this, i tried everything on google , youtube and forums 

changed my DNS , tried to download Torrent file , NOTHING IS WORKING
