Latency issues with skills solution suggestion

After talking with support they suggested to post it here.

Why not reduce the amount of time it takes to receive response from server when casting skill from global cooldown to cast skills. This would make people with 250ms to be able to cast 4skills in a second. Simple solution to all this ping crap imo.
