The High Life Quest

Okay so I tried to search the forums and stuff.. and I know a lot of people had an issue with this quest. But I haven't seen an issue like mine yet..

 

So I have completed the quest, I even got the achievement. But I still can NOT windstride there.

Most posts I saw people had a hard time finding the quest, that is not my issue. I tried to speak to the same NPCs but they don't say anything new.  1 solution I saw was to abandon the quest and start over, but I have completed the quest, so I don't know what I can do.

 

I do apologize if someone did post a solution to this but I did not find it.
