Level 50 voucher from registration does not work

I clicked the lvl 50 character creation icon, went thru normal character customisation and started the game with the new character.

I saw sister Jinyoung greeting me. My level was 1.

I was doubting if anything changed after the patch.

I went through all tutorial at Heaven's Reach.

After the loading, Namsoyoo greeted me. My level was 4.

 

I logged out from that character. The voucher was gone.

What is happening?

The name of the problematic character is "Purr Karr"
