BD Whirling Scourge doesn't guarantee crits anymore

Tooltip when looking in your Tome still says "Rolling Typhoon will land Critical Hits during Whirling Scourge" but tooltip not in tome excludes it (and that it only consumes 1 wind spirit).

Kinda really hurts the Alluvion badge too. :/
