Cannot enter Mushin Tower F9. (nevermind solved it)

Recently returning havent played really since 45 cap. I've done Mushin Tower Finished F8 and I cant go any further, It says I dont meet the requirements, Ive picked up all available quests and done those. I believe its bugged or did I miss something? 

 

Edit: Npc on 8F to the right talked to him and 9F opened. I really dont pay attention to NPCs enough, they talk too much lol
