Defective Blade and Soul

Hiya

i download the official ncsoft blade and soul launcher and it wont install just keeps pumping out errors when i try and report the error that also bugs out at least it was free because nothing works

UserRuntimeEnvCollector I click send and it says File send Fail. please retry clicking file repair in launcher fixes nothing

I have uninstalled and reinstalled blade and soul with same result countless times and contact ncsoft support with vague response to the servers are down or they do not know and tickets closed with status resolved

when blade and soul first installs it installs visual C++ 2005

 Visual C++ 2005 is the last version able to target Windows 98 and Windows Me.

is there any reason that a brand new game by ncsoft blade and soul would use twenty year old software to run and maintain it?

Why are ncsoft accounts locked to ip's when consumers are not given the option to own an ip or even allowed to own an ip only corporations business accounts can own an ip it is an abysmal absurd hassle logging into ncsoft systems
