Clan Uniform, The mysterious entity.

Questions: How do you apply a Design to a clan uniform? Can you craft the Uniform before the Design is finished?

I've searched the forums and asked players to very mixed results, I'm unsure why this information is so elusive... Maybe the answer is so obvious people roll there eyes at the question? If that is or isn't the case please enlighten me with an answer.

(Yes the clan is rank 5, and yes the Design is almost ready to begin the three day cycle.)
