Soul as a usable item to trigger the buff.

1/ To make it easier to get in-line with your most powerful burst, soulburn and fighting spirit.

 

2/ To make you not waste your buff on trash mobs, saving the hassle of equip/unequip and the chat line "Wait, my soul cooldown is 30s"

 

3/ To have it easier to balance battlegrounds. You can make the soul buff have 3-minute cooldown like potions, in exchange of being able to use it at will. In a fight spanning 15 minutes, whales can only use it 5 times (not count the time they run around finding a target to hit), so the number of people instant-killed by Raven + True Soul will be lessened greatly. Also, it gives a chance for non-whale to retaliate, by focus on chain CC + soul buff at the right moment to quickly kill a whale.

I like the idea but still I think the buff should still remain to the perspective classes especially Soul burn.  Just to make each class unique in a way and special.
