Raven weapons tooltip wrong?

I dont know if this was addressed yet but I wanted to upgrade and noticed that they changed some skills but this doesnt make sense. stage 1 and 2 is 465% lightning bonus, stage 3 and 4 is 220% and stage 5 and 6 is 260%. So basically I upgrade wasting lots of gold and Im nerfing myself?

 

Someone in another forum said that the toolip is wrong on some classes too. Can I get  verification or is this a bug?
