Clan Rank 6 5% Equipment Upgrade Discount?

My clan just hit rank 6 and I see this is supposed to add a 5% discount to equipment upgrades. None of my accessories or weapon upgrade cost seem to be any cheaper then they were before. Does this discount not stack with the premium 20% discount or does it exclude certain items?

Its not breakthrough or evolution costs, just upgrade so thats the part from 1-5 and 6-10 not 10-1 or 5-6, yeah its kinda useless and i was disappointed too when my clan got there too. The only time u get discount is at clan rank 14.
