Can I open my character in other server?

Hi guys, greetings from Philippines and how are you? ? uhm can I open my character in different server?  I'm currently in NA Gunma can play it in old man cho or in Europe server? I only play in net cafe I forgot to try it while playing

The character is bound to region so NA characters cannot be moved to EU or vice versa. Also if the character is on same region it will be bound to that server group until they make server change possible but again it will not allow region changes.
