BROKEN Oceanic Nebula Stones! FIX ASAP! PLS

Thanks NC for making it impossible to upgrade Accesories after patch :) With such a short time for u to Repair what i REALLY doubt! ... Correct me if i am wrong.. Nebula stone should LOWER the amount of mats and GOLD cost of the upgrade in comparsion of using a NORMAL breakthrough accesory right ? ... if yes.. Please.. Explain the following...
