Uncompleteable Chapter?

I am on my Level 29 Soul Fighter, and currently, I am trying to complete Act II: Chapter 14: The Sand and the Fury. When I talk to Yonkai, he goes to the "Mushin's Legacy is the power of the Divine Fist himself", yet, the cutscene never triggers. I have tried reloading and everything but it has not fixed the issue.
