Large Workshop Expansion Ticket

Where can I get one of these? My clan has so much items that need to be crafted such as HM pellets, clan assassin cloths, clan uniform outfits, clan headgears, and such. I've tried looking for the item to lease out another workshop, but when I right click it (Large Workshop Expansion Ticket) it directs me to the Hongmoon Store were it cannot be found. Was the item a limited time only thing? If so, that doesn't make much sense because each clan progresses at different speeds. Am I missing something here?
