Gem Hammers for HMC

IIRC weren't Gem Hammers purchasable with HMC before the Shattered Empire patch?  Before Legendary Gem Hammers were introduced into the store, I remember Gem Hammers being purchasable with HMC or am I remembering incorrectly? If they were, was this intended? or is this a mistake on NCSofts part?
