Low-end PC missing particles/animations

I mainly play PvP and it is crucial to see what the opponent is doing all the time so I try to watch out for everything. I first noticed a problem when I was in tag team and my destroyer was using her bone shield (which i knew because of the sound) but it wasn't appearing on my screen. Later, I was fighting a Blade dancer and they threw their blade at me to get focus which i was waiting for but I didn't see it come hit me. This occurred multiple times during those rounds and is still happening. Is there a setting i need to change or is this a new bug from the patch? This never happened before
