Connection and fps

Here's my Laptop system:

Intel HD Graphic 4000

AMD Radeon HD 7650m 

Intel(R) Core(TM) i5-3230M CPU @ 2.60GHz

4GB Ram and Win 7 64bits system

So far I've checked on http://www.systemrequirementslab.com/  and the result is that my laptop can handle the game at the recommended requirement but when I played the game, even I've adjusted the settings at a quite low level, my fps is only still at only 20-21, how annoying!!!

I'm a SEA player and I don't use WTFAST, so does my connection have any effect on the low fps in game? can I use WTFAST or any other softwares to solve this problem?
