Tomb of The Exiles, help !

Hi guys, I have a question : 

 

I reached lv 37, I would like to start tomb of the exiles for upgrade my equip, but .. no one is doing this dungeon ! Why ? 

 

Should I just continue to lv up without upgrade ? 

 

Tell me what to do please :)

Press F8 to go into the Cross-Server Dungeon Lobby.

There are plenty of people doing Tomb of the Exiles through there.

 

Also, it would be better to try and get your gears upgraded now instead of going back to it later.
