I think your username is dependent on the server you're on (each server can have one character named "Mike") so I'm not sure how they would implement a server change without having to sacrifice your username.

By theory US <-> EU don't seem possible or there's too much work involved, but within the region servers should be easily done. I can see for data safety precaution characters may not be transferred immediately with NCstore voucher/ticket activated, but is queued and only transferred on scheduled maintenance.
