Daily Ungsum's Hero proc rate needs adjusting

The proc rate for when Mercenary leaders appear is far too inconsistent. I've had days were I can get the 3 needed for the daily within 6-9 kills. But then you have days like today where it took; I kid you not; 40+ kills (cleared both sides of the area 2 1/2 times before I got my third; first one took over 25 kills). Either the proc rate is too low or something because this was completely asinine.
