Is there a hack slowing me down?

Hi im a bit pissed couse every now and then there is an enemy when ever i get a stun or daze chain of i cannot 3rf as kfm couse the animation speed dramaticly drops and i cant do any combo?

 

Is there a cheat or is my pc broken?

I am seeing this as well now. Its like my skills suddenly are behind a few seconds during the match. Next match just fine...then back again. Tons of hacks going on right now.
