Where do you find skyhaven enemies? I tried going to the bastion, but only can see Talus nps.

You fight Skyhaven troops in Misty Woods in their stronghold when you equip Talus Outfit. Beware, though, you will need a group of people to gather insignias as you fight Junghado and a bunch of people there to get insignias for the outfit.
