Key bindings with macro~

Sooo~. On the last live stream it was said that a macro program can be used as long as you only move 1 button to another instead of simulating multiple button presses on a single button. I have a 5 button mouse and I was always meaning to put some skills on mouse button 4 and 5 but there is no options for that in game. Can I get an official response on what program I could use to get single skills on each of those buttons without any risk of getting banned for doing so. ( I'm specifically looking for an official response. I'm not gonna risk my account over another player telling me that they did something and didn't get banned for it so I could do the same. )

P.S.: Of course an even better solution would be if the game had the option to bind the mouse buttons to begin with ><
