Warlocks & Faction Imbalance

Will any special exceptions apply for characters on servers where it's difficult to join the prevailing faction?   On Poh, I recently leveled a new character and had no opportunity to  join blues, even in the Cave of Mastery, until I finally lucked out in Cinderlands.

...huh? Why on Earth would they add a "special exception" during a rush of new characters, to their system that is intended to avoid imbalance in the factions...? That's literally the exact opposite of the point of the system. It's difficult to join the prevailing faction because they're prevailing and they don't want that problem to get out of hand.
