Sending Mail Requires Charging?!

ok, so I have a weapon that I can't use on my main character, but I can use on my other one, a Stalker Staff (my main is a Dessy and my other is a Summoner.) however, I can't send it through the mail because of this message: "You are required to charge your NCoin at least once before sending mail." What's up with that?! In my opinion, NCSoft is just being greedy.

Somewhat in the middle of that and trying to tighten security against gold sellers. But it's said in the support page that characters on the same account should be able to mail freely, which isn't actually the case...
