Blackram Narrows Unsealed

I'm unsure if this is an issue or just an implement, but the blight weapons and soul shields require the use of unsealing charms.

 

The issue:

I can't use Hongmoon Unsealing Charms

 

I've thought that it may just be a part of the dungeon loot now, but it seems strange that I haven't seen anything about it.
