FM - Devastate skill not working?

I am trying to combo rising flame with Phantom grip and Devastate. However, when I phantom grip someone, it doesn't seem to ever let me use devastate, any idea why?

Devestate with Phantom Grip is a targeted AoE that you need to use on someone else other than that the phantom gripped target. 

It takes a bit of getting used to but for example:

There are 2 dummies, dummy 1 and dummy 2.

You use phantom grap on dummy 1.

While you hold him, you move your cursor to dummy 2 and press tab to activate the devestate ability and knock dummy 2 down (and things around him)

 

You can still use a normal phantom grip ability on dummy 1 afterwards
