Option "Optimize for low end PCs" FAIL

I'm starting to believe you don't really test what ur programming -.-
What's this option for? Going to a windowed window with a low resolution? that would be helpful IF the UI got scaled down too... After activating the option i couldn't even exit the settings window and when restarting the game, I can't even accept the license agreement because the license "Agree" button was outside the window.... Man, haven't you tested the options you implemented??????????????????????????????????
