Climbing to greater heights

Climbing to greater heights quest was available to me and i did 2/3 of the quest and i cant seem to find the 

[Booiges]

old man cho , and the quest was in grey*

[Elorieth]

Ok I found out that this quest is buged but there is a way to complete it:

 

First when I accepted the quest they sent me to the Crimson / Cerulean Quartermaster where I had to purchase an item (Evil Ox Horn). When I "talked" to the quartermaster npc who sells that item, by mistake I never made the purchase ALTHOUGH the quest showed me that I could move to the next area where Old Man is. When I got there I saw the 2 children and the one of them guided me to the place where Old Man should be BUT THERE WAS NO OLD MAN and yes my quest told me that I should deliver the item to the Old Man. How I resolve this? Simple I went back, bought the item and went to where Old Man is.

 

But yes they should fix it so that you have to buy the item in order to the quest line proceed.
